JEFFERSON CITY — A key advocate for the homeless in St. Louis says a proposed state law changing Missouri's approach to homelessness is 'insane' and takes the state backward.Tim Huffman, an associate professor of communications at St. Louis University and co-chair of the St. Louis Regional Commission on Homelessness, said a Republican-backed measure awaiting action by Gov. Mike Parson would criminalize homelessness by banning people from sleeping on state-owned land and give the Missouri attorney general the power to sue local governments that don't enforce the ban.
